(1) The project implementation body that wants to operate the project should prepare the project concept paper and submit it to the secretariat.
(2) After receiving the concept paper according to sub-rule (1), the Secretariat shall submit such concept to the main working group.
(3) If, upon investigation of the concept paper received according to sub-rule (2), it is found desirable to implement the project, the original working group shall approve such concept paper.
(4) After the concept paper is approved in accordance with sub-rule (3), the proposal related to the project shall be prepared and submitted to the secretariat in the format determined by the committee according to the approved concept paper of the body implementing the project.
